Looking for Civilian Security Force information

I have some questions about the Civilian Security Force that BO has proposed...

Will you need to supply your own weapon? Is this the reason for the run on guns?
Will there be recognition for service on Veteran's Day? Or will there be a new holiday?
Is there a website for signing up?
